Germany applies EU import rules through the Zoll, and its distinguishing feature is procedural rather than financial. If the paperwork is not in order, the parcel does not come to your door — it goes to a customs office you have to visit in person.
Import VAT from the first euro
Einfuhrumsatzsteuer applies to the declared value plus shipping with no lower exemption, since the EU abolished the €22 allowance in July 2021. Customs duty is separate and only applies above €150, so smaller orders typically attract import VAT alone.
DHL charges for advancing the tax
When Deutsche Post or DHL pays the import VAT on your behalf, they add a Kapitalbereitstellungsprovision — a capital provision fee — calculated as a percentage of the amount advanced, subject to a minimum. It appears on the card you receive, separate from the tax.
You may have to collect it yourself
Where the declaration is incomplete, the parcel is routed to your nearest Zollamt instead of your address. You collect it in person with photo ID and evidence of what you paid — for a secondhand purchase, customs will want to see the price rather than estimate it.
